Nor should falling prices be mistaken for progress by itself: as the offense-defense-balance shows, cheaper capability can also make imposing harm easier.

Audit the platform, not its birthplace

When evaluating an emerging military technology tomorrow, make two columns: the capability it provides—such as sensing, navigation, communication, or transport—and the military mission currently using it. Then ask which civilian problem needs the capability without the mission. This keeps you alert to transfer potential without confusing possible peaceful use with proof of social benefit.
