Specificity buys control by fixing decisions at a higher level, but it sells flexibility: ordinary policy changes become formal amendments when operational detail is embedded in a governing document.

India amended its Constitution roughly 106 times in 75 years; the United States did so only 27 times in 250. The surprising explanation offered is not simply political instability, but architecture: India’s Constitution contains enough operational detail that changing some laws requires changing the Constitution itself.

When detail raises the cost of change

A governing document does two jobs: it constrains what decision-makers may do and establishes how they may do it. Hard-coding more specifics strengthens those constraints, but also moves more choices out of ordinary lawmaking. Once a rule sits at the constitutional level, revising it must pass through the constitutional amendment process. Detail therefore changes the level at which adaptation must occur. The trade-off resembles Purpose-Built Abstraction: preserving every operational choice may create a more complete specification, yet make the system harder to use as conditions change.

The India–US comparison shows the mechanism at institutional scale: when a constitution reaches further into matters that could otherwise be handled by statute, more routine legal change is promoted into constitutional change.

Rigidity can be the point

A high amendment count does not by itself prove bad design, and detail is not automatically a defect. Some choices are placed above ordinary politics precisely so that temporary majorities cannot alter them easily. The real question is which decisions deserve that protection and which need room to evolve.

Separate guardrails from operating rules

When drafting a charter, policy, contract, or technical standard, label each provision either a durable constraint or an operational choice. Keep the constraint in the governing document; move the operational choice into a lower-level rule with a simpler update process.
