The Pareto Principle describes concentrated outcomes: a small share of inputs often produces most of the output, and that concentration may repeat within the high-producing group.

If 20% of people account for 80% of offenses, the imbalance may not stop there: just 1% could account for half. The surprising claim is not merely that contribution is unequal, but that the apparent elite can conceal an even smaller elite inside it.

Concentration inside concentration

Inputs differ in how much output they generate. Once those differences compound, totals become dominated by a minority rather than distributed evenly. Then the same sorting can be applied again: within the productive 20%, a still smaller group may produce a disproportionate share. This recursive concentration is what makes averages misleading—they flatten the few inputs driving the system together with the many producing comparatively little.

A group can look like a single productive unit even when roughly 20% of its members generate most of its output. Headcount therefore tells you little about where results actually originate.

Offenses can be similarly concentrated: a minority may account for most incidents, while an even smaller fraction accounts for a remarkably large share. The relevant target is the distribution of behavior, not the average person.

A pattern, not an entitlement

The 80/20 split is not a universal constant, and concentration alone does not explain its cause. Treat it as a prompt to inspect the actual distribution—not as permission to assume that every system has the same ratio or that low-output inputs are useless.

Rank before you allocate

Take one outcome you manage, list the people or activities contributing to it, and rank them by measured contribution. Reallocate your next unit of attention only after you can see whether output is concentrated—and check the leading group again for a smaller cluster doing most of the work.
