Vivid disasters can make a technology feel far more dangerous than measured evidence suggests. Sound decisions compare total harms and benefits across available alternatives, not merely the failure cases easiest to remember.

Chernobyl and Fukushima made nuclear power synonymous with catastrophe. Yet the episode’s counterclaim is stark: detailed analysis places nuclear among the safest technologies, even while those two disasters continue to dominate public judgment.

When memory becomes the risk meter

A spectacular failure is concrete, emotionally charged, and easy to recall; aggregate safety evidence is statistical and largely invisible. That imbalance lets availability masquerade as probability. Fear captures attention, while hindsight makes the disaster appear more inevitable than it did beforehand. The result is a gap between felt danger and measured risk.

This resembles Error Management Theory: repeated false alarms may feel preferable to missing one catastrophe. But technology policy cannot judge only the feared option. Rejecting one system also means accepting the harms, costs, and risks of its alternatives.

Where it shows up

Two disasters, an entire technology

Chernobyl and Fukushima become mental stand-ins for nuclear power as a whole. The comparison then quietly shifts from “How does nuclear perform against other energy technologies?” to “Can I imagine nuclear failing terribly?” That is also a form of Historical Analogy Risk: a past event is treated as a complete template without first checking whether the relevant conditions transfer.

A perception gap is not a safety verdict

Calling fear vivid does not prove a technology safe, and catastrophic consequences still deserve serious weight. The model applies only when detailed analysis can compare outcomes credibly. It challenges disaster-led judgment; it does not license optimism without evidence or erase legitimate transition risks.

Force the missing comparison

For the next disputed technology decision, make a three-column ledger: the technology’s measured harms, its measured benefits, and the harms of the realistic alternative. Then mark which objections come from rates and totals and which come from a memorable case. Choose between the full trade-offs—not between one frightening image and an imaginary risk-free option.
