In contrast, unplanned and informal systems, though seemingly chaotic, tend to evolve organically. They adapt to ground realities, respond to changing conditions, and often demonstrate greater resilience over time. This raises an important question: Is the lack of order truly a failure, or does it play a functional role in keeping systems dynamic and sustainable? Perhaps the issue is not the absence of planning, but the imbalance between top down control and bottom up emergence. What appears as disorder may, in fact, be an essential feature of systems that continue to function, adapt, and endure.
