In complex systems, an intervention can succeed on its chosen metric while quietly damaging the conditions that sustain that success. Elements that look irrelevant to a planner may support soil, resilience, livelihoods, or future output through indirect connections.

The planned forests succeeded—at first. Only after a generation did the cost appear: clearing away underbrush and diversity had degraded the soil, so the supposedly efficient forest produced less.

The support system was mistaken for clutter

A plan isolates a visible output, then removes whatever does not appear to produce it directly. But a complex system contains slower feedback loops: diversity and underbrush may not look like timber production, yet they help maintain the soil on which later timber depends. The intervention therefore improves the immediate, legible result while weakening its hidden inputs. This is the danger behind Seeing Like a State: the simplified representation becomes the target, while the living system that generated the target deteriorates.

The forest plan looked effective within its initial time horizon. Its failure became visible only when soil degradation translated into lower output for the next generation.

Complexity is not a veto

This does not mean every intervention fails or every existing element is essential. The warning is narrower: early output alone cannot establish success when the intervention changes the system that must reproduce that output over time.

Audit the inputs your metric ignores

Before removing an apparently unproductive element, write down the desired output and inspect what sustains it across the next cycle. For a forest, that means tracking not only present yield but also diversity, underbrush, soil quality, and later output.
