Societies can turn a vast, human-caused harm into a solvable problem by identifying its mechanism and coordinating an institutional response. The resulting progress is easy to overlook once the avoided damage disappears from view.

Humanity damaged the planet’s ozone layer—and then changed course. Harmful substances were banned, turning a global environmental threat into a problem the episode describes bluntly as one “which we fixed.”

Making a planetary problem governable

Large-scale problem-solving begins by converting diffuse harm into a shared causal account: particular human activities produce particular damage. That diagnosis makes coordinated intervention possible. Instead of relying on millions of people to make isolated choices, institutions can change the rules governing the harmful inputs themselves—a Systems Thinking response to a problem no individual can repair alone.

The ozone case also shows how societies can escape a Collective Action Problem. Once a common restriction replaces voluntary restraint, actors no longer have to accept the cost of cooperating while others continue causing the harm. The intervention works upstream, and its success eventually becomes strangely inconspicuous: people experience the absence of catastrophe, not the counterfactual future that was prevented.
