Shifting Baseline Syndrome
Each generation mistakes the degraded conditions it inherits for the natural starting point. As firsthand memory disappears, the reference point moves downward and cumulative decline becomes harder to recognize.
A new generation of researchers can enter an already-damaged system and record further deterioration without realizing how much was lost before they arrived. Their measurements may be accurate; their starting point is not.
E1Decline erases its own reference point
The ratchet has three moving parts: conditions deteriorate, witnesses to the earlier state leave, and newcomers calibrate “normal” from what remains. When those newcomers later observe another decline, they compare it with their inherited baseline—not the original condition. The baseline therefore shifts downward again, allowing many visible losses to register as a series of modest changes rather than one long collapse.

The model explains misjudgment when successive observers inherit progressively degraded reference points. It does not show that every generational disagreement reflects decline, nor can it establish the original condition without older measurements, records, or testimony.
Preserve the reference before judging the trend
For one system you monitor, write down the oldest defensible baseline you can recover and keep it beside the current figure. Make every future comparison against both the previous measurement and that fixed historical reference.
